Yes, this is normal. I had the same problem for awhile, then once I started to get into puberty my penis in flacid state grew about an inch and a half, but my erect state hasn't grown much...

I'm 14 and mine's only about 2.5" flaccid, and sometimes smaller than that. It doubles in size when it gets hard.

flaccid size has almost nothing to do with boner size. my penis is pretty smal when flaccid then it gets pretty big when it's hard.
