well you can only cum unless you masturbate or have sex for long enough time for you to actually ejaculate. pre cum occurs for most guys when they are aroused (horny). cum (semen) is what you get when you orgasm, but if you're only young, or just started puberty, you won't get 'the white stuff' yet. this happens after a few years in puberty, so you shouldn't have much to worry about.
