White spots on the base of ur penis shaft are usually hair folicles. these will eventually grow hair from. but if they are not white, it could be something you and the doc should talk about!

If you've had sex before, any type of sex, it might be STD in which you should go to the doctor and get yourself checked out ,but if you're still a virgin then they are most likely hair follicles where your pubic hair will grow.

I agree with the others that if you are indeed sexually active and the spots in question have appeared suddenly, then seeking medical attention is what is absolutely needed. However, the things you are describing above is actually quite common, and I believe they are called Fordyce's Spots (sp?). Basically, like a birth mark that is a slight skin blemish such spots on the penis really are quite normal and are not a sign of anything malevolent. Sadly, there is really not much you can do to remove such spots other than very, very expensive cosmetic surgery which is just not worth it. Many guys have what you seem to have, and I am sure you are fine. However, no one here online can tell you with certainty what the cause of your problem is which is why you are best getting it checked out. There is no shame with asking a doctor or a nurse about your issue as they are professionals who are there to help and not to judge you. If getting your parents to let you go to the doctor is an issue, then just tell them you have trouble urinating or something along those lines so that that you can get your foot in the doctor's door. Once you are alone, then talk frankly about your issue being totally honest if you have had sexual encounters so that your doctor will know for what to look.
