Yes it is. It is natural for boys to look at other boys penises. Its kinda a sense of superiority. See, some guys are curious to see how big others' penises are, and that's a sense of superiority or inferiority. Honestly normal.

All through puberty, your body releases MASSIVE amounts of hormones that cause you to think, act, and do weird things. Curiosity is one of those things. Your body is naturally curious to know how you "match up" to other men, so you tend to look at other boys, especially your age's, crotch. It's kinda like when you were in the 5th grade (well that's when it was for me) you're watching the sex-ed video and everyone's laughing and making up stupid jokes but at the same time you know everyone wants to watch it. It's totally normal.
