well i havent gone through puberty well i think my testical have grown but i dont know they are hanging kinda low. And usally when that happen it will go back to mormal is there anyway to find out if they fully grown or something

Well there are two ways:

1) You may take the tanner test, which is kinda inaccurate, but effective.
2) Or you can look for various measurement charts that reveal if you are fully grown. (Like an orchidmeter)

But if they hang low, and then recede back up, then that just means its weather changes. If its cold, your testicles will recede up; but if it is hot and stuff like that, they will drop slightly to keep cool.

Yeah, their's no real accurate way to see if your fully grown. Their's a chart that shows you big the AVERAGE testicle is, but everyone is different. They hang low to keep cool. The reason why the testes are outside of our body is because our body is too hot for sperm to survive, so the testes hang so the sperm and be made and don't die because of the heat. They shrink because it's too cold and they need to keep warm. Same thing with the penis, when it's too cold it will shrink into the body.

Yeah, if you swim in the sea or a cold pool then when you get out you'll be lucky if you can find anything in your trunks at all that's not all shrivelled up from the cold! Its normal for the amount of dangle to vary.
