Well I have this friend that said to me that she got raped. Her and her sister went to Alabama for vacation and the two of them went to a party, her sister let a 23 year old man get a 13 year old drunk and have sex with her. My friend say's she is pregnant would this be considered rape because the man go her drunk and then had sex with her. Do you think I should tell the guidance office at school?

Yes it is rape on two accounts.
She was incapacitated, so that's rape on one account. She was also underage, which is statuary rape.
I wouldn't advise going to the counselor behind her back, but rather convince her it's the right thing to do, and have her do it.
Going behind her back should be a last resort, as it could break your friendship.

Yes, and yes.
Rape is defined as unwilling sex. Surely she didn't consent to this. It's also rape b/c she is a minor and cannot consent when a 23 year old is involved. And, she cannot legally get drunk, so he's trippppply in trouble here for endangering the welfare of a minor. This is all very serious, and should be reported.
I would confirm the story with the victim, and go directly with her to the authorities (school people are OK), be there for support, but make it clear to her that she has to do this.

Going behind her back would likely do little to change anything or get anything done: if she doesn't want to pursue it, all she has to do is deny it. Put your main focus on convincing her to go to the authorities herself.
