Yeah, a late bloomer is usually when you don't start pybverty by age 10-12. Theiur is no exact age. Some kids start puberty at age 14-15. Somne at age 8-10 (like my friend). And just because you don't have something by a certain age doesn't mean you're a late bloomer. Puberty is different for all, and some things don't come as early for others. For instance, a kid can have a very deep voice, but he still has a small penis. And their could be another guy with a squeky voice yet a large penis.

My guess is that a late bloomer is a person who has had absolutely no signs of puberty by the age of 14. For guys, most boys start puberty anywhere between 11-14, but that figure doesn't mean anyone who starts puberty outside of that range has something wrong with them. If one is 16 and has had absolutely no puberty whatsoever, then such a person really needs to see a doctor as he/she could have a genuine medical condition that could be impeding the changes associated with puberty.
