yeah, it can be done for medical reaosns such as a tight foreskin that won't fully retract when the penis is erect, i had this done when i was 15, its an operation that can be done under general anesthaetic in day surgery but it can be painful afterwards and the stitches are quite uncomfortable and catch or ur boxers

Is foreskin supposed to cover the whole head of your penis? Mine only covers a little higher than the bottom of my glans(head).... *shrugs*

On an uncircumsized person, the foreskin will overhang the head a bit, but not always.
