i know that you can get cicumsized later in your life, but how is the procedure? Do they numb your penis, put you to sleep, or what? How do they do it and where?

For Jewish boys they circumcise them without any pain reliever when they are 13, but u can have it done by being put to sleep.

I knew about the jewish thing, but yeah thanks.
Fow some reason I'm circumcised, but I still have foreskin... If that makes sense. Pretty much, I have it, but it doesn't cover my glans completely. My mom said they didn't do it all the way or something, they couldn't tell if it was enough or something...

When done at birth, typically it's done with one of two kinds of gadgets developed specificially for the purpose, it's pretty fool proof, and takes maybe 10 minutes. And, in most cases, a little Novocain is used for numbing/pain control, the same stuff the dentist uses, with the same result.
Circumcision can be done at any point in life, although the older the guy the more involved the procedure, so typically it's done in hospital as a one day admission, using either anasthetics (so the guy is awake, why is another question!), or full anasthesia.
I believe that Jewish guys have it done with a Gomco clamp (one of the 2 gadgets) at 8 days, and can also have Novocain, this being the 21st Century and all.

I'm not sure about the cost, but you have to assume it's over a thousand if you have to go into the hospital and all.
If you were circ'd once, I suppose they could redo it if you want more taken off, although i'm not sure why you'd want to go thru it since you've got whatever benefits are available from it, and if you've got a little foreskin left, you'd have some benefit from that, too! The best of both worlds.

But it's a little awkward. Like, the top has a lot and the bottom is really tight.

Some get it at 13 to signify they're a man. Some do it at birth
