If you're a virgin, it's not likely an STD. It's possible that this is just dry skin, make sure to rub some lotion on it here and there. Another possibility is a type of skin fungus (sounds scary, but it's not really that bad). I had a similar problem in high school, when I'd be stuck in my cross-country clothes after practice. If skin stays damp chronically, there's something that can develop, often seems to look like a small sort of dry spot that just doesn't go away. With pale skin, the spot tends to be darker than your natural skin tone, possible reddish or pinkish. If you have naturally dark skin, it can look lighter.
Since the genital area stays covered up a lot, it's possible for things to stay sort of damp down there. If this sounds like you, especially if that's changed recently, it's a possibility. If that's what it is, you may need to see a dermatologist. A topical skin cream is what'll get rid of that, but a little tip is to buy some Selsun Blue or other similar anti-dandruff shampoo (anything with selenium listed in the active ingredients). Dab some of that on in the shower, let sit for a few minutes and wash off.
Those are my two best guesses.

First, I would not advise you put anything on your penis unless you've been told by a doctor or what you're using is specialized for the genital region. Your penis is a lot more sensitive than the rest of your body.
Also, I can't really understand what you are talking about. Can you provide more detail? Does it burn? Bleed? Etc.

Hmmm..internet diagnosis, my least favorite thing.
It could either be a spot from excessive/aggressive rubbing, which would create a bruise or chafing (dry skin), or it could be some minor fungal infection, like ring worm (which is NOT a worm or parasite).
Try some Vaseline JELLY for a few days and see if it clears up. If not, tell your folks and go to the doctor.
