What are . rar files and is it possible to download them with a mac?

A RAR file (*.rar) is just a compressed archive, kind of like a ZIP. In fact, it's just like a zipped archive, but it's just in a different format. Any operating system can download RAR files. To open them (to decompress them), you'll need a program that can handle it.
There's WinRar (http://www.filehippo.com/download_winrar/).
There's WinAce (http://www.filehippo.com/download_winace/).
They'll both do the job on a Windows machine, but since you're on Mac, here's RAR: http://rar.en.softonic.com/mac
Just install RAR and you'll be able to open RAR files.

And FYI: They are better at compressing stuff than ZIPs, the file size is smaller when compressed into a rar.
