Yes, you can masturbate at 11. Some people start at 11.
Others may disagree and will believe that at some other time to start would be better. But I think 11 is an okay age. It's at the start of puberty-ish. So it's fine.

Yeah i started masturbating a month before my 12th birthday. 11 is a decent age to start masturbating. Like Requin said, you're pretty much entering puberty around eleven so its okay to start.

Yes. He probably won't be able to ejaculate yet. Not for a while I imagine. But it doesn't stop him from being able to masturbate. He'll develop eventually. Or he might of now?? Who knows?

Technically you could masturbate from when you're born, such as some people claim their young babies "wanked" in their womb, but the thing is, whether at a younger age it is an enjoyable sensation?
