Ah its like on the other side of your penis, I'm unaware of what that is called however its completely normal for uncircumcised people to have it, I've got it as well.
Normal :)

Its called the frenulum and its there to make your foreskin roll over your glans. If it wasnt there your foreskin would fall away from your glans

It's meant to be there :) In fact in some circumcisions I think they leave it there :P

Every one uncut has it (unless they have a problem, or have had it removed) because i guess if you didn't have it, then whilst having sex your foreskin may tear. :)

No, no, no!
That 'string' is called the frenulum, it attaches the front underside of the foreskin to the glans and corona, it's there like the string on a shade, it allows the foreskin to roll back and forth, it acts like an anchor, pulling the foreskin back up over the glans (head). It also provides extra friction and stimulation in the process. It should NOT be cut, unless there's a problem, which can only be properly diagnosed by an MD.

No, you absolutely should not cut it off.
You should never perform any surgical operation on yourself- with scissors no less -and treat it as a small incident.
If you really need it removed, although it is a normal and necessary part of the body, you should go to a doctor and ask them how to proceed.
