So i sleep nude and my family does my dad and older bro and lil bro sometimes its just us four. well my brother ran in last night because he had a bad dream, well so i was like fine get in bed well when i woke up my bro had his and on my dick and he was wanking him self so i freaked and yelled at him.
do you think i should have yelled at him? after i did i was like well i really don't care if he touched me he is 12 he does not know better right?

IF, this is true:
He shouldn't touch you without your permition. As he's your brother you shouldn't touch each other at all really.

What I would do, is sit him down on his own. And talk to him calmly and gently about brothers masturbating etc...and how it's not morally right. Him being only 12...he is young. But tell him that your sorry for yelling at him, and tell him not to do it again.

Hopefully, he'l get the message.

But like your other questions, no this is not normal. He should not have touched you without your explicit permission, especially while you were asleep.
If you were adults he could be arrested for sexually molesting you, or rape, etc. and he need to know this is not OK, to do at home or anywhere else.
