Have you just been trying regular lotion? You could always try some of that Bikini Zone stuff, it's designed for razor burn so it helps with itch and is designed for dry skin. It may work for the nipple area as well. Otherwise, you can try some vaseline. Put on a thin layer before putting your bra on, the cotton will help keep it from rubbing off and let it soak in. If you wear silky bras, this might stain them though. In the winter I have dry skin problems too, mostly my hands and feet. I know that it really helps me to put some vaseline on the soles of my feet before bed, then put some cotton socks on. In the morning the skin is no longer dry and it's baby soft. :) Could help you, if lotion won't seem to do it.

A soft touch moisturiser would be your best bet here. Something by Dove would be very good. I recommend them as I have myself experienced this is the past - and they worked wonders for me.
