im am 13 comin 14 and can`t get my foreskin back does this mean i can`t get someone pregnant

No. You simply have tight foreskin. You can either gradually stretch for a few weeks and see if it gets better, or, the easier option: go to a doctors and see what they think.
They might advise steroid creams which thin the skin making it easier to pull back.

Don't pull it back to the point that it hurts!

That can really damage you if the skin connecting the head to the shaft breaks.

As for it being tight, you are only 13! It will go back in time, but you are only at the beginning of puberty so not everything will have changed, or even have began changing yet!

Yea i understand that, but i think that sometimes we rush into things very quickly on here... mine wouldn't go back when i was thirteen but it does now. And even if you are trying to get it back yourself you must not pull it to the point that it hurts. You gave some great advice, im not knocking that :)

This is a really common issue. The foreskin is an elastic tissue, so for it to work, sometimes you have to loosen it up. Ever try to blow up a balloon but couldn't? Remember what you do? You pull it back and forth and stretch it a bit and it works.

Gently retract in the shower and when you urinate. Give it time, take it slow, be patient. It can take many weeks or even months, but the whole thing is meant to slide easily over the head, so it will if you have patience. If you show the doctor, he will most likely cinfirm this advice, and maybe give you a steroidal (an inflammatory) cream to speed this process up.

And as an FYI, regardless of how tight it is, as long as fluid can get out, you can make a girl pregnant.

Well you seem to have a condition called phimosis. Its pretty common in younger kids and gradually becomes less and less frequent in older kids do to the fact that the skin usually loosens up and because of masturbation. What I would recommend to help fix your problem is to try and stretch your foreskin back as far as it will go, without causing any pain, whenever you are able to. This means doing it in the shower for 5 min, when you go to the toilet, and of course during masturbation, which in my opinion will get the best results. And of course you should go see you doctor about it, whether its at your yearly physical or a special appointment for this if you haven't seen any progress in 4-6 months. I'll just wait a little and see if it changes as i grow... i just tried to pull it back... but it just starts hurting somewhere at the middle of the glans(head)... I did pull it back over the head... but i just could not pull it any further... and then i tried to return it like it was at the begining, and it was not stretched... I couln't do it again... I'll wait a couple of months and see if something happens... If not, i'll go see my doctor...

Yeah it hurt at first when I tried to do it. You'll be ok soon, just when you're younger it doesn't all like work in time together properly.

But some people just naturally can't do it.

Take it back until it's gonna hurt if u go any further, hold it a while then let it go.
It takes time but u will get there in the end.
