Hi, I'm Sam and I'm a little worried, I am 15 years old my penis is around 1-1.5 inches soft and 3-4 inches hard, which is embarrassingly small compared to others. I am developing pubic hair (although not thick), some underarm hair, but no facial hair or developed muscles tall. I am however 5ft 10.75 inches. I feel as though I am mixed in the puberty stages, as my penis has no grown at all yet, yet I am tall so I am having my growth spurt.
whats going on, is it normal or am i just a late bloomer, or am special ( in a bad way)

i feel for you, i cannot yet ejaculate properly and my openis is the same size as you have told .
about the height ur 9inches bigger than me but i am still waiting on my spurt.
i have fine pubica hair and little soft flat hair under arms, i have a small penis but i dont show it off in the showers because it's all cubicles and i make sure i DONT have public exposure :)
You're normal jsut like me, it's just puberty being a bitch.

Hey! Another Sam, very cool. I am Sam, too! (And I like it a lot). Welcome!
Things grow at different rates during puberty, so eventhough you're tall your penis can still grow. Puberty lasts until about 20, so there's time.
Typically, an adult penis is about 5.5"-6.0", so figure yours will be about that, too.

but one thing that worries me is when i look elsewhere for support they say this:
"In the earliest stage of puberty, the testicles start to get larger. Next, the penis itself grows, and the scrotum becomes darker." this occurs at the age of 12 some say. I'm 15 and this hasn't started at all yet (but I can ejaculate)! I'm still slightly uncertain by some of the information online

It sounds like your growth clock is running a little ahead of your sexual development clock. But it also sounds like your sexual development clock is ticking so I don't think you've got anything to worry about.

Sam, if you can ejaculate, the your testicles are developing. The stages are typically just an outline of how things go, but there's indivdual variation, everyone's different. By the time puberty's done, at around age 20, you'll look like every other guy.
If you're worried about your progress, you might talk with your dad. In addition to having gone thru this successfully and knowing what to expect, he can provide you with some needed reassurance, esp. since the way things develop and progress typically is genetic, it runs in families. So, your experience should mirror his, and he should be able to tell you what to expect and when.

bit embarassing talking to my dad for two reasons
1. he expects greatest in me
2. he is a doctor

I'm sure he wouldn't mind for 2 reasons:
1. You're his son and he wants you to tell him things.
2. He's a doctor so he sees this thing every day at work.
If you don't want to talk to him, talk to your OWN Doctor, he will put your mind at rest. And one last thing.... if you are taking what people say on here about their penises to be average, think again. I'm sure some of the 13yr olds with the 8" penises must be lying!
