Is there any way to speed up any part of puberty (guys)? Penis length? Width? Pubic hair? Facial hair? Arm hair? Leg Hair? PC Muscle? Height?

Also: How do PC muscles develop? I heard that masturbation helps to develop it.

No. Unfortunately there are few/no safe ways to speed up any part of puberty.
You just have to wait it all out.

There ARE safe ways to activate puberty. Generally, it is a last resort but is possible.

Doctors perform physicals. Once you reach teenage years, the examine testicles, penis, pubic hair, etc. This is partially to plot development. If they notice you're like 15 and no pubic hair, they will issue you synthetic testosterone. This activates it and if properly used is generally safe...but ALL medications have some risks. They will not issue you synthetic testosterone because you feel you need a boost/speed up the process. If the process has begun, at all, they will probably let mother nature do her work.

True, but its used very rarely when teenagers are not experiencing puberty whatsoever, and it is only safe when administered by doctors, and even then it can go wrong.

It isn't safe or necessary for someone who is developing (even if slowly).
