Hentai has sex in it all the time yet its like a story. It has a storyline, most are dramas with a bit of comedy in some.
Its not usually seen as porn though, more of just a show. Because in Japan, Sex is not frowned upon and isnt something relativily bad, kinda common. Some shows now in english had some sex scenes but were deleted (For instane Zatch Bell, whenever Zatch would take off his clothes he wouldnt have boxers on, he would be completly nude and you could see his penis). So its a tv show to them with a little extra.
