I don't know if it is just me, but after i masturbate, in about a minute later, i sit down and more clean white liquid comes out, and sometimes it gets messy... There is about 1/2 a teaspoon normally. This happens EVERY time i masturbate. Sometimes it feels weird when ever it happens, as if the semen did not compleatly get out of my penis. I find it helps to run your finger along that line under the penis from bottom to top. That gets the rest of the semen out for me.

Yeah it is because not all of the semen had come out yet. It happens to most of us. You c an two things wait for your erection to go down then wait for it to leak out or go take a piss to clean it our of your urethra.
