I don't know what it is; but I was having the same problem until I started to pull back my foreskin when I pee and making sure I cleaned better.

Well if you have been sweating during the day it could be that. You may not be washing your pubic are as good as you should be.

You might want to take extra time and wash you penis and scrotum better. I always wash that are twice when I shower once with shampoo and then again with a shower gel.

NO, it's not left over pee, or anything like that ;), its just either precum, or the liquid used to lubricate your urethra (are they the same thing?) any way, i guess it smelt a bit fishy, thats why.
