the important question here would be. Have you ever had oral sex? If you have, you could have gotten Herpes from the other person's mouth, if they had oral herpes. If you haven't, then it is most likely not herpes.

Bumps after shaving = contact dermatitis. Put a little Vaseline jelly on it for a few days.
Herpes can only be transmitted during sexual contact with an infected partner, and the lesions look like open, oozing blisters, typically on the penis itself, not the base.

Yup. There is no way you can suddenly contract herpes from thin air-
It's a STD/I - Sexually Transmitted Disease/Infection - for a reason. It's transmitted during sex.
There's no such thing as spontaneous herpes :P
So you can relax, you are fine.

well you can't catch herpes unless you have been exposed to the virus via touching the sores or actual sex (oral or intercourse). they could be hair follicles, which is the most likely candidate for these bumps. you can also read up on this question in my Puberty Guide in my signature.

They are most likely irritated hair follicles. Just don't worry about it.

As Fiorano says, but if they go white and hard they could be warts, see what happens in the next few days.
