Yeah, but that's just more like an etiquette kind of thing at best. In fact, I'd describe it as a request. There wouldn't be much of a way to enforce that. That's why it's mainly done in MySpace and other social networking sites with a bulletin like "pc4pc! Comment on my pics!!! I'll return the favor!"
