No it is not normal; it's even almost illegal (in US) on two accounts.
Incest is when you have sexual relations with a blood relative (illegal) and statutory rape is when you are a minor involving yourself with someone over 18 sexually.

I don't think its fair to compare masturbation to incest or statutory rape, he didn't touch you. However i would never do that with my dad and i dont think its really right. just tell him you are not comfortable doing it again, don't go telling someone because he didn't really do anything illegal, and it might hurt him that you couldn't just let him know you didn't fell comfortable with it. It is not normal but there is nothing wrong that it happend people are going to say yes most of the time and so I think it is normal for you on the other hand for him to do this was border line but I think he was most likely never taught that things should not be shared but is not a bad guy.
