My Penis sometimes gets sucked into the skin part it kind just goes in and it looks tiny! Is this normal?

1) Are you cut? If not then yes you penis will go back into your foreskin.

2) Does this happen when there is a temperature change of hot and cold? The penis will shrink at a flaccid state when it gets cold in older to stay warm.

I bet you're little overweight.

There's a 'fat pad' that develops just above the base of the penis on overweight guys, that pushes down on the outside skin of the penis itself, making it look a little' sucked in'.

Lose the weight and this will disappear.
