It's there mainly to prevent adults from taking advantage of adolescents.

For example, [in the UK] if someone over 16 had sex with someone under 16, they would be tried for rape / molestation.

If it was the case of underage sex [two people under 16] then nothing would necessarily be done, unless it was found that the parents had been encouraging it in anyway [offering condoms, providing a place for them to have sex etc]
