well I noticed that my skin is very dry at the top of my penis where the shaft meets the head and on the head. It is only dry when hhaving been erect for a while and when masturbating. Any1 got any ideas what to do or what it is?

Well, let's take a look see if you did anything on provoking this problem.
do you masturbate in the shower using soap?
did you use any new lubes for masturbating?
Has there been a change in your diet lately within the past 2 weeks?
Has there been a change to your urinating patterns if any?

How could food cause that? And op, maybe it is just lacking moisture.

Some food, dehydrate, It's a rare problem but if the food is consumed in large amounts it can affect the body's output.

Drink a lot of water.
Or just only use a little moisturizer and be careful.

'Dry' means what? it shouldn't really look or feel that much diff than the rest of the penis, generally.
If it's 'Dry', you can try a little vaseline JELLY, it won't burn/sting, it's harmless (even if it gets in the opening), and it will remoisturize fairly quickly.
If it doesn't, then you might have some other skin condition there, which would require a visit to the doc.
