Firstly how old are you?

Might be best to find out how far along puberty you are, a age is a good rough guide

there are difrent stages of puberty for all of us.we all grow difrently but this is the first ive heard pubes coming before cumm very intresting. you might want to take a look at this

looks like you got a couple more years to go. youll be fine tho, no worries, its puberty, depending on what time you started you could go into your twenties

You may just be a late bloomer or you may not grow pubes. It depends on the genes

If you can produce semen, you have quite likely started. Hair is often one of the first things in puberty, but it doesn't always have to be that way. Have you said how old you are? You've most likely started puberty, but everything develops at a different pace and sequence.

EDIT: Just noticed your edit. The little whit spots on your sac are actually a very good sign for what you are looking for. They are more than likely the start of hair growing down there.

Well i guess i have some Pubes but that arnt as dark as my hair on my head
and there about 4-5mm

don't worry about it.
you may have a pubes in a 1-2 years

look try this:
drink a lot of liquid for a whole week or so, dnt jerk off, then jerk and you might get a load, if not ur just still growning, theres still lots of years 4 u to

about the pubes: same thing just wait nd b4 u know it youll have busch gardens there lol
