My boyfriend and I, basically had 'sex' with our underwear on. Ok, obiously we didn't have sex but we got into the bed (I had my bra and knickers on and he had his boxers) and 'did it'. Is that normal? Is there anything that could have happened?

Well, 'wrong' is a personal matter. What could happen under these circumstances is that you could easily get carried away and have "sex" without the quotes.

Nothing wrong with that - it's refferred to as 'dry sex'. Just another type of outercourse that adolescents like to try before actually going the full mile. It's safer than sex and isn't a massive problem when it's not been thought through [as long as it doesn't lead to full sexual intercourse].

If by 'could anything happen?' you mean pregnancy or STDs, then no. As you had material between your genitals, it's hard for anything to pass through that [semen in particular]. It's not completely impossible that you are safe, but very unlikely for you to catch anything.
