You shouldn't be worried about the stage thing. It only gives you a rough idea as to where you are. It doesn't mean you won't develop or anything, quite the contrary, it shows that you have a long way to go and there's a lot of change ahead of you. If your quite young then it's only to be suspected.

Your as expected really. 13 is very young for puberty development. So your okay, your still young, so don't worry, you'll develop in time.
