There's no problem. Some people just develop either earlier or later than others.

No, there's no problem here.

A 13 y/o and a 10 y/o can have the same size penis b/c neither has been in puberty, when the penis grows. However, the 13 y/o will shortly see growth (and other changes), whereas the 10 y/o will have to wait a few years.

Everyone starts from the same place.

There is no problem when i was 13 i was at 3inch Now at 15 im 6+ inches ur fine.
