I agree with the others that it is not necessarily unusual for a 10 year old to start puberty as it is said that kids are starting puberty earlier nowadays. It seems like your brother has developed the ability to ejaculate which is not unusual at all at his age. At very least, the boy is producing pre-cum at this point. As mentioned in the post above it is good that you are a supportive older brother, and I reckon you will need to teach your brother about positive and negative sexuality and put his changes into context so that he will be responsible.
