The foreskin is one of the most sensitive parts of the penis. But really, everyone single part of the penis is super sensitive. Most people would say the tip, and if they are uncut, they would for sure say the tip because if you are circumcised, the head is used to contact and feeling which can make the nerves feel dull. But honestly, any part of the genitals are sensitive.
