Yep, unactivated members are members that haven't confirmed their email yet.

Also (I think this is correct) you don't see them much because they can't post, and I don't think they show up on member list.

No they can't post. If they could post then no one would bother to confirm their email.

If you change your email addresses sometime after you've registered, your account will go unactivated again until you confirm it. That user you're referring to simply changed his email in his UserCP but never confirmed the new address.
