OK, so, i had a 5'' long penis when i was 12, i also started ejaculating when i was 12, you will be able to make sperm when your body matures enough, there is no blockages, and you cant ejaculate before you start puberty because puberty is what causes your testicles to make sperm and your prostate to make semen. and remember, puberty lasts until your early 20's, so your going to have lots of time to grow in all aspects.
