Bloc Quebecois Leader Gilles Duceppe says a sovereign Quebec would be spared the fallout of any future cases of mad cow disease in Canada.

Speaking to farmers east of Montreal on Monday, Duceppe said that during the most recent mad cow crisis, Mexico was spared international bans on its beef because it is a separate country from Canada and the United States.

Quebec would have been protected in the same way if the province were independent, he said while campaigning for the Jan. 23 federal election.

Duceppe said Liberal Leader Paul Martin has refused to entertain the creation of trade zone "fire walls."

He added these trade-zone fire walls would have shielded Quebec and other provinces from the fallout of mad cow, or bovine spongiform encephalopathy.

LONGUEUIL, Que. (CP) - The Bloc Quebecois will target women voters and the elderly to help it boost its total of Quebec seats past the 54 it now holds, a party meeting was told Sunday.

Sounding like a general calling his troops to war, party leader Gilles Duceppe vowed to give the Liberals one of their toughest challenges yet in the campaign for the Jan. 23 election. "There's no question of giving up one single riding to the Liberal Party of Canada," he told the 600 delegates at a Bloc special general council meeting. "That's over. We will fight everywhere, we will not retreat anywhere."

"The Liberals, we'll make them disappear, give yourself a present," he said.

That comment drew a quick and harsh response from Federal Transport Minister Jean Lapierre who wondered if public opinion polls had not "gone to the head" of the Bloc leader.

"That kind of language, where you say you want to make your opponents disappear, there's a little bit of a Nazi tone in that," he said.

At a news conference after his speech, Duceppe acknowledged it was unlikely that his party would take all of Quebec's 75 seats.

"That's in the realm of miracles," he said.

The Liberals under Pierre Trudeau were the closest to achieving that miracle when they won 74 of Quebec's 75 seats in February 1980 during Canada's last winter election campaign.

Duceppe also said he doesn't necessarily want to see a Conservative government led by Stephen Harper.

"We're only talking about Quebec," he said.

The Bloc is concentrating its efforts on target ridings it came close to winning in the 2004 election and it has budgeted an additional $50,000 to get the support of women voters and the elderly, who tend to vote in fewer numbers.

Also attending the meeting was Parti Quebecois Leader Andre Boisclair, who told the gathering that Liberal Premier Jean Charest - who polls suggest is deeply unpopular - is "becoming the best ally of the sovereigntists."

Michel Gauthier, the Bloc MP who is organizing the party's electoral efforts, confirmed the party's priority will be to get the vote out and improve on its take of the popular vote from 2004.

"We'll work hard enough to go past the current percentages," he said.

Recent polls indicate the party has between 50 per cent and 58 per cent popular support. It received 48.9 per cent of the votes in the 2004 election.

Gauthier told the party faithful they couldn't "take any chances" this time.

The meeting also adopted the Bloc's electoral program, which was released to journalists last Thursday.

A Conservative government would boost Canada's ability to project its values around the world with more military aircraft and a new airborne battalion, Leader Stephen Harper said on Tuesday.

Harper made the announcement at Trenton, Ont., where he said the new battalion and large strategic lift aircraft would be based. The Conservatives would also buy planes to replace the military's aging fleet of Hercules aircraft.

INTERACTIVE: Parties & Issues

Stephen Harper in Trenton, Ont., Tuesday.
"Hitchhikers get to their destination, but they don't get to pick the route or the timing," he said, referring to recent missions in which the Canadian military had to rely on U.S. or Russian aircraft.
Military spending over the next five years would increase by more than $5 billion compared to the plan set out by the Liberal government, Harper said. By 2010, he said, a Conservative government would be spending $1.8 billion more per year than the Liberals.

"The Canadian Forces deserve better than the neglect that they have seen for the past 12 years," he said.

Asked about his plan to create a new airborne battalion of 650 troops stationed in Trenton, Harper said he doesn't believe there's a stigma attached to the idea of airborne troops.

ARCHIVES: The Somalia Affair

The Airborne Regiment, which was based in Petawawa, was disbanded in 1995 following a 1993 deployment as peacekeepers to Somalia, during which Canadian soldiers beat a Somali teenager to death. not our finest hour

Harper said, "The government of the day disbanded the Airborne Regiment to avoid getting to the bottom of a particular incident."

The Conservatives also plan to double the capacity of the Disaster Assistance Response Team, which has been deployed around the world to help in relief efforts following natural disasters such as last year's tsunami and the earthquake this fall in Pakistan.

Critics have complained in the past that DART, an ad hoc team of about 200 Canadian Forces staff who can ship out quickly to conduct emergency relief operations for up to 40 days, is expensive to deploy.

Some have suggested the money would be better spent given to non-governmental organizations.

INDEPTH: DART

Conservative MP Helena Guergis said in October that sending DART to Pakistan would "waste millions on a photo-op instead of disaster relief."

Harper said the Conservatives believe strengthening the military is important to maintain the country's sovereignty, which he said means protecting the borders and dealing with domestic disasters. He also said, "We need strong Canadian Forces to project Canadian values abroad."

Canada would not send troops to Iraq if he were prime minister, he said.

"I have never believed that Canada had the capacity to participate in the Iraq conflict as a military intervenor," Harper said.

But he said his government might reconsider joining the U.S. missile defence plan, something the Liberals rejected.

Tuesday's announcements were only the beginning of the Conservative military spending package, he said.
“Canada First” Defence Plan includes strategic airlift, new airborne battalion and doubled disaster assistance

This morning in Trenton, Ontario, Stephen Harper announced that a new Conservative government will significantly increase defence spending as part of a “Canada First” defence strategy. Part of the new strategy will involve enhancing Canadian sovereignty by acquiring strategic lift aircraft, creating a new airborne battalion and doubling of Canada’s Disaster Assistance Response Team (DART).

Canada’s military has been significantly underfunded over the past 12 years, leading to a decline in our sovereign capacity to respond to emergencies whether at home or abroad. A Conservative government will increase defence spending significantly over the current baseline, with spending reaching $1.8 billion over currently projected levels by 2010-11.

“Our Forces stand on guard for us, both at home and around the world. So we must stand up for them,” said Mr. Harper. “The men and women who put on the uniform of Canada must have the tools they need to protect themselves and do their job.”

The Conservative “Canada First” defence plan is designed to improve the effectiveness and rapid deployability of Canadian Forces, using CFB Trenton as a hub for aerial deployment. Measures will include:

Acquisition of a fleet of at least three strategic lift aircraft to be based at CFB Trenton;
Continued replacement of Canada’s tactical airlift fleet of C-130 Hercules aircraft and fixed wing search-and-rescue aircraft;
Creation of a new airborne battalion (650 regular force personnel), to be stationed at CFB Trenton and to be available for rapid deployment;
Doubling the size and capacity of the Disaster Assistance Response Team (DART) to enable enhanced international disaster relief capability.
The Conservative “Canada First” plan will construct new defence capabilities as well as expand and transform existing capabilities in every region of Canada, for greater strength at home and greater confidence abroad.

A new Conservative government will defend our national interests through a stronger military that has the resources to protect Canadians at home and meet international obligations.
I'm voting conservative

Yea but Ireland has 4million people
Canada has over 30

add that to the fact that Canada is ALLOT bigger then Ireland (Ireland = 70,280 sq km, Canada = 9,984,670 sq km)
so we have ALLOT of territory to defend
and allot of that were gonna need ice breaking destroyers, modern subs and a big air force
I realise thats not gonna happen over night but for the first time in 12yrs
it might actually start
espically since america, russia and denmark are challenging our territory and saying it either belongs to them or they want it to be international because we cant defend it
thats unnacceptable
and if Harper wins he wants to aproch Bush about the Missile Defence Program
which will defend all of north america
and greatly improve our relations with america

Yea I REALLY want our military to be updated cause we can't help ourselves even anymore like when Quebec had the most severe ice storm Canada's ever seen or when Manitoba had a HUGE flood we relied on the US air force's fleet so that we could transport our emeregncy supplies

Not to mention he wants to pass laws fixing the election date every four years instead of whenever the PM wants within a 5yr limit

he wants to bring in the federal accountability act

Mandatory prison sentences for serious drug trafficking, weapons, and violent offences, and ending house arrests for violent, sexual, and other serious offences.

Ending the wasteful long-gun registry and using the savings to hire more front-line police officers.

Protecting women and children from sex offenders through a mandatory DNA data bank, raising the age of sexual consent from 14 to 16 years old, and ending all defence loopholes for child pornography.

Strengthening border port and airport security, consolidating security services under a new National Security Commissioner, and quickly deporting non-citizen criminals.

Choice in child care. We will give all parents $100 per month per child under age 6 to spend on child care needs as they choose – whether that means formal day care, a babysitter, neighbourhood child care, or helping one parent stay at home.

Patients: We will cut medical wait times by establishing a Wait Times Guarantee by the end of 2006 – setting wait time reduction targets to ensure that all Canadians are treated within medically acceptable time limits.

Our seniors: We will protect their hard-won gains by increasing the pension income-tax deduction to $2500, and ensuring better service for seniors.

and allot of other stuff
I realise he's probably lying or flat out wont be able to do some of it
but the liberals have been in office for 12years and there doing horrible
and the NDP destroyed BC's economy the conservatives saved it
The bloc is a bunch of lil french nazis
and the green party is so small that its a waste of a vote and the last thing canada needs is another minority goverment

besides theres only around 3million kids in canada thats from ages 0-18 this plan only applies to kids UNDER age 6

But I don't know who to vote for now

Harper just severly pissed me off

He wants to get RID OF gay marrige and he dosen't really care that Quebec wants to leave

I do NOT agree with either of those at ALL!

BUT
I love all the other crap he's "promising"

As for the Liberals
I dont like the way the goverment is now and the liberals have been in office for 12yrs so thats...there fault
and there new handgun plan sucks
and i dont like how there pissing america off

BUT
there the ones that pushed gay marrige through which I think is right
and Martins FURIOUS that Quebec is trying to leave
and he will NOT let it happen

The NDP are out of the question
They destroyed British Columbia's economy
The conservatives saved it

and the bloc....over my cold dead corps
they want to rip canada into shreds and turn quebec into its own country
french nazi's

and the green party is so small that its just a wasted vote

I might not get to do this again till like 24-25
