Technically your balls drop when your born. So your right.
"Balls drop" is a slang term for your voice breaking, I don't know why terms have gotten mixed up with each other in the school ground language. So your right.
But if their on about voice breaking, then their on the right track.
So it's confusing.

I was taught by my friends that when your "balls drop", it means your scrotum hangs lower because your testicles have grown larger. Everyone says it happens during puberty, because your testicles grow bigger during puberty.

If your balls drop, run for the hills! They really don't 'drop', it's a bit of meaningless slang.
The testicles are formed in the lower abdomen, and move to their permanent home in the scrotum BEFORE birth. They seem bigger, or they seem to 'drop' at puberty at around age 12, so when most guys experience their testicles as 'bigger', they (wrongfully) assumed they've 'dropped'.
But they didn't. They've been there all along.

Okay your all wrong!!! Your Balls "Drop" when Its really warm, so the sperm stays at the right temperature for production. Your scrotum becomes really tight when its cold to insulate the balls and keep the sperm warm. Jeese Don't u guys ever listen in health class?!?

Okay, though thats true, thats not what he was asking about.
"Between the 3rd month of pregnancy and its end the testes become transferred from the lumbar area (ventro-medial to the mesonephros) into the future scrotum. This transfer is due to a combination of growth processes and hormonal influences. The gubernaculum testis also plays a decisive role in this phenomenon.
The gubernaculum testis arises in the course of the 7th week from the lower gubernaculum, after the mesonephros has atrophied. Cranially it has its origin at the testis and inserts in the region of the genital swelling (future scrotum).
At the same time, at the inguinal canal along the lower gubernaculum, an evagination of the peritoneum arises, the vaginal process, on which the testes will slide through the inguinal canal."

Okay, so basically, if you read that, it means up to the 3rd month of pregnancy, the testes are developed inside the pelvic region of the infants body. Around 3-4 months into the pregnancy, the testes will shift and move into the scrotum and from there, there are "dropped".
Though, complications can exist where babies are born with one or two undescended testicles. Undescended testicles are fairly common in premature infants. They occur in about 3 - 4% of full-term infants. In most cases the testicles descend by the time the child is 9 months old. Now, this is uncommon, but possible. But somewhat irrelevant.

Me? Wrong?! You're obviously new here....LOL! OK, admittedly it's been a while since health class, I suppose the last 2 years at Princeton will have to suffice. J/k, I'm happy to reexplain.
When guys say their 'Balls drop', they're not referring to the normal changes in scrotum size caused by heat, they're recognizing the size increase in their testicles, which is also the first outward sign of puberty. Prior to that, most guys sorta know they have testicles, but they're not the objects of fascination they become at puberty.
So, 'balls dropping' refers to the psychological/emotional recognition that puberty has begun.
