I think the question is if there is an STD in their mouth can you catch it
If thats the case i think so.
It's better to stay on the safe side anyways and make sure they are clean.

First, this is NOt a dumb question! it's rather important, actually. Good for you for asking.
You CAN get an STI from oral sex, if your partner is infected. The most common one is herpes, which is currently at epidemic proportions (1:5 sexually active people have it!). Symptoms include a raw, open, oozing blister ('cold sore'). Symptoms usually appear a few weeks after exposure.
Herpes isn't terminal, it cannot kill you, but it is incurable, once infected, it's always in you, with periodic outbreaks of those blisters.

But like if they hadn't done anything sexual with anyone else before i'd be safe right? Or can you be born with something like that?

No, you're not born with STI's, you get them from sexual contatc with an infected person. So, if you're both inexperienced, the you can't have STI's.

True. It can.
Also, if you/they bite your/their tongue or something and you're both bleeding or one is bleeding and the other has an open sore, you can transmit diseases.
You can get a lot of STD's from Oral Sex if the other person is contagious.
