on the underside of my penis ther is like a spot lighter than my skin colour and there are also smaler darker spots do you know what it is ...is it normal.

If you are circumcised, it may be the scar, which circles your dick like a ring.

Sounds like either genital warts or harmless fordyces spots.

Genital warts can be easily treated with a course of anti-biotic's but fordyces spots can't be removed and are harmless.

Unless it's new, it's probably nothing to worry about. Your doctor (or parents) would have picked it up by now and either done something about it, or at least told you.

Skin has normal texture and pigmentation ('Coloring'), and your penis is no different, so it can have 'beauty marks', freckles, pimples, areas that are textured a bit different, etc. All of it normal, and all of it perfectly OK.
