Ass hair is actually a continuation of pubic hair, it's the same stuff. Pubic hair serves a primarily display function, it announces sexual maturity. I suspect tooshy hairs do the same thing, remembering we're primates and used to walk hunched over, it gave the signal from those who viewed from behind that we we're sexually mature and 'available'.
