You're fine. Your breasts are developing normally, you're still going through puberty, everything has time to happen still. Acne just happens to appear in the teenage years as a coincidence--the skin tends to get oilier which encourages zits. I don't understand acne 100%, but it's not the same as your everyday zit. Not everyone gets acne, but a lot of people get pimples here and there. If you don't really get any, you're just lucky--it's not a requirement for development.

As for hair, I assume you mean underarm and pubic hair? Some women naturally don't have a lot of it, so even once it does grow in, it's fine if it's thin or doesn't cover a whole lot of area. It just means you won't have to shave your pits so often, and may not have to worry about your bikini line in the summer. Something will grow in eventually, don't worry. Your period still has time to happen as well. Especially if you're really skinny, it can happen a little later than your friends. You have to have a certain body fat percentage to have your period (because you have to have that percentage to carry a baby). That percentage is around 25%. It sounds like a lot, but it's a normal amount for a full-grown woman. This is why anorexic and bulimic girls often stop having their period; their body fat dips too low. If you're naturally thin, especially if you're thin and on the short side, it may just take a while for you to get to that point. I have a friend who didn't get her period until she was about 17--she's short and resembles a toothpick. Even if that description doesn't fit you, you're fine. The average girl doesn't get her period for about two years or so after her breasts start to develop, so think back to the first time you noticed "breast budding", the first stage of development. This is where the nipples seem to raise up a bit, but the development still doesn't quite resemble a breast. That should give you a general time frame, although it varies for everyone. Some girls get their first period when they're as young as 8, some closer to 16.

Just give it time, and don't go buying any crazy supplements. No one needs any supplements unless a doctor advises it. Sometimes they can do more harm than good.

Jessi's got that totally right!

You have nothing to worry about.

Just to add:

Acne is actually an infection and because puberty causes you to produce more sweat, it means that the bacteria have a better chance to reproduce and stuff. Plus, acne is a bitch, I only had mild to moderate acne and that killed my confidence, so I really feel for the people with sever acne! Some people don't ever get any type of spots, so you're one of the lucky ones :)

Also, the 25% body fat is because your body need the fat to produce hormones which help to build up the uterus and release eggs from the ovaries etc. Everyone usually gains a bit [sometimes a lot] of weight during puberty and just before they start getting their periods. So, if you start to gain a little bit of weight, it's known as the "pouch" because girls normally get a store of fat around their stomach, then you know that you one step closer to getting your period. However, asking your mum when she started her period could help you, because the ages are usually similar.

some teens don't even get acne
other than the breast part consider not having your period or acne a blessing
acne is hard to deal with and periods are just annoying
but yes it is perfectly normal alot of my friends are 13 and 14 and have the body
of a 9 year old it depends on when you start puberty.
i started REALLY earily and am practically done!
its diffrent for everyone..
