As long as you and your cousin are the same age and are both agreeable, why not? Incest Laws are meant to discourage boy and girl family members from having sex together. I heard there is a higher chance of birth defects in babies born from incest. But I do not think 2 guys have to worry about that.

A cousin is very different from a random person or a friend, chances are you've grown up with them, making them more than a friend - you're connected by blood. Not only could it cause huge problems within your family if anyone found out, but if one of you decides later on that it was the wrong thing to do, you face a plethora of legal and emotional problems. This would be further exasipated by any age difference, as the elder could be accused of taking advantage.
