You haven't developed enough to produce sperm or semen. It's not a big deal. You are very early in puberty and have many more years ahead of you. Some guys don't ejaculate until they are 15 or maybe even older. You will be able to in the next few years.

NO IM JUST JOKING! your body just hasn't matured enough to begin producing sperm. it'll come in a few months probably. and you have lots of time to do so, puberty dosn't end until your early 20's.
