Okay, as many of you know, I used to be a cutting addict, I used to mainly cut on the insides of my lower legs, and now no hair grows there. Why is this?

Well did the cuts scar? I have a scar on my leg, and no hair grows through it.
I don't know why this occurs, but it does.

Ohhhh yea, lots of scars. They really show against my tan skin.

I don't know the actual medical reason behind it, but areas that have been "irritated" enough (have been cut, scraped, etc. numerous times) tend to not regrow hair, and if hair does regrow it does it slowly. Probably has to do with permanent damage done to tissue or something, but in all seriousness I have no idea. I've never cut, but my body is covered in scars, so I'm not sure. I have noticed that areas where I have scars tend to be less hairy though.

Same here actually, but there is a medical reason behind this. So what your saying is somewhat right for now.
As for the hair growth again. If it really is concerning you, it's best [if you feel comfortable enough] to talk to your general practitioner about it. Note that it will be totally confidential between you and your doctor as for the Patient and doctor confidentiality policy that is placed upon.
But again most likely it could /may be caused by permanent damaging to the underlying tissue and follicles which can complicate the natural hair body growth in that area.

probably because the skin has been severly damaged. it might start to grow back over time

Scars don't regrow hair because they aren't like the rest of your skin. Your body can't regrow healthy skin very well; instead it patches up wounds with scar tissue, which isn't as good as the original skin but it works. Scar tissue doesn't have hair folicles or sweat glands, and it's not as sensative. Scar treatments all focus on making them less noticable - they can't actually restore the skin back to how it was before.
