Penis head sensitivity

My penis head is always sensitive, by that I mean 24/7 both when hard and soft.

However, it isn't as sensitive when soft, but I can still feel it when I walk and it rubs against my boxers or whatever.

I asked my brother and he said that it shouldn't be sensitive when not erect and that I could have a disease.

Is this true?

Especially with your recently loosing your virginity I would not immediately conclude that you have a disease. My guess is that perhaps your penis size is large thus causing it to rub against the fabric of your undergarments all of the time thus causing chafing. Perhaps you should ensure that your undergarments are the proper fit as my guess is that your issue has to do more with your penis rubbing up against your fabric all of the time causing friction as opposed to some sort of disease.

However, since your problem is chronic my strong suggestion is to be checked out by your doctor. None of us knows for a fact what your problem is, and only a professional can adequetely examine your penis to ascertain whether you have cause for concern.

Well it didn't happen after sex. Been like this since I was 10 or some time around that age, maybe all the time, maybe I just notice it more these days?

I wear boxers so couldn't be about being too tight, as my boxers are loose like boxers should be.

You will notice more now because there's more of it to move around and rub then when you was 10, is your brother cut too? if not then his head wont rub like yours will.
Sounds like you are normal to be honest, you are just feeling your tweeter move about, try wareing tighter underwear (and make sure it has a fine weave) you will actally find that the feelings go away as you get used to the constant sensations.
