Well technically you are right but the term balls drop is generally referred to when you scrotum grows and your testicle actually start to hang lower and away from your body. It is a part of puberty.

But your balls drop after birth.

a) u have smaller balls
b)they are more sensitive to cold water
c)it is all in ur mind because u looking downwards and while looking at them u look straight

Everyone's bits grow at different rates, doesn't sound like you have a problem though clearly you have sufficiant testostorone for you penis to be developing normally so I would advise you just to wait a bit and if you still feel like are developing late then nip to your GP's.

your balls don't drop, well they do, but either late in the womb or shortly after birth.

but they don't drop during your teen years, they just grow from 1-3mm to several inches, giving the illusion that they must have dropped.

Well if you have been sweating and your body is cooling off your scrotum can shrink up and not hang as low.

Don't worry about it, just be comfortable with your body. Others may have more pubes be bigger or even thicker than you, and you will be the same to other people. Everyone matures at different rates. Just be happy with what you have.
