well it is a little weird that he is 17 and you are 13, but anyways. well i guess he may have a smaller penis, or he is still growing (though it's unlikely). and he has lots of pubes because he's 17, and getting close to finishing puberty. penis size has nothing to do with pubes if thats what your inquiring.
