My friend who is 14 is dating a guy who is 17. is that illegal? they haven't had sex or anything but i have seen him touching her butt and her boobs. It just doesn't seem right. I live in north Carolina by the way.

Its not illegal to have a relationship. Its only illegal to have sex below the age of consent. In North Carolina its 16. So they are fine as long as they don't have sex for at least 2 years.

well after that 2 years he will be over 18 so it will still be illegal so better make it 4

No unless he forces her into sex or incest or something, which is unlikely since she has committed to the relationship.

It'll probably finish before it's legal anyway though... :/

no it's illegale if you are over 16 you can't date anyone below 16 and vice versa
