You probably just haven't matured enough yet to produce semen or it just hasn't produced enough for it to come out when you have an orgasm. But don't look at it as a bad thing, atleast whenever you do masturbate you don't have to clean up after yourself :)

Don't feel like a little kid! Many 13 year olds can't ejaculate.
George is semi-right, your body just hasn't matured enough to produce enough semen to come out during orgasm. The whitish liquid that comes out when you pee, would be your semen.
And to answer your other question, yes, I believe you have hit puberty.

Based upon the description that you have supplied above it seems to me that you have experienced an ejaculation, albeit a very tiny amount. The whitetish liquid to which you are referring seems like it is sperm to me, and if it comes out after you have an orgasm, then you are most likely ejaculating. Most 13 year olds are not going to produce a whole lot of semen, and if you have just started getting the "whitetish liquid" recently, it is going to take a couple months before you start producing semen in larger amounts.

As for urinating after ejaculating, that is perfectly normal as it is your body's way of cleaning out your system and washing out residual semen.

In short, you are perfectly normal for your age, and ejaculating and other physical attributes do not necessarily make you grown. What matters most is mental development, and as long as you are mature there, then you are no longer a little kid.

well. it sounds like you ejaculate a few small drops of semen(this seems to be the topic today, eh?) so i would say you have started puberty. do you have pubes? if you do, you have definatly started puberty.
