is it possible that im stil in tanner stage 3 but my pubic hair is developing faster and has enterd stage 4?

those stages are to be used as a guide only. in reality puberty occurs at different rates and different orders for everyone. so with that being said, it is really quite possible that some parts may be more developed then others at different times during the puberty process.

I thought Tanner did 2 scales, one for hair, the other for genital development, and the 2 aren't necessarily the same. So, yes, you can be a 3 in one and a 4 in the other.

Eventually they even up at the end of puberty.

Like say to all theese questions people develop differently, and my have different attribute develop faster or slower

they are only guides and they are average ages in these guides. you could have armpit hair, pubic hair and facial hair but your penis hasn't yet grown larger. and as Sam said, all those guides eventualy end up at the end of puberty at the same stage.
